DPA would like to automate the Manifestos relating to ships and the many transfers document. At the time of the case, the global shipping due to the low automation, a proliferation of incompatible data standards, and many independent actors is identified. All these factors make digitization. DPA decides to write their manifesto Documentation system itself and needs to make some other decisions related to system implementation and rollout.
