The fundamental change telephony service that Voice over Internet Protocol (VoIP) affected portended a number of constituencies. Start-ups and large established telephone companies and cable TV providers offered VoIP rates, which could replace many of the selling phone services with the same or other established providers. The same feature may also benefit from VoIP by them to tap new markets. Other companies that have nothing to do with telephony could be VoIP phone service provider: For example, the necessary software code to make VoIP calls were in Microsoft’s XP operating system through its instant messaging feature written. However, Internet Protocol communications represent a fundamental challenge to the complex web of federal and state regulations that governed telephony. Since VoIP is not tied to physical telephony networks in certain geographical regions, it raised the question of whether federal or state regulatory authorities would have jurisdiction over VoIP services, and be as responsible must be exercised.
